If a person has fluid in the lungs and they don't have pneumonia then it's an indicator of heart failure (the heart isn't working effectively so fluid is building up in the body). Does this person retain water (swollen ankles and feet etc)? The two things together are scary. A trip to the doctor at least, I would suggest the hospital myself.
